宝くじ
イギリスや韓国では宝くじの収益金がアーカイブズやその他の文化事業に利用されています。宝くじに関する日本の法律は正式には「当せん金付証票法」 です。これは昭和23年7月12日法律第144号。
第一条に「この法律は、経済の現状に即応して、当分の間、当せん金付証票の発売により、浮動購買力を吸収し、もつて地方財政資金の調達に資することを目的とする。」とあるように、戦後の財政難に対応するための法律として制定されました。
時代は移り変わります。日本でもアーカイブズにこの収益金を導入することなどできないでしょうか。
